To achieve a harmonised tertiary education sector there must be flexibility – comment by CEO, Jenny Dodd

TDA has promulgated for many years that a one-size-fits-all approach through training packages and competency based assessment is not necessarily serving all learners or all industries well. The qualification review process last year supported the need for more flexibility in qualification design.

The nursing profession is the first that would benefit from a different approach. TDA’s Director Policy and Governance, Dr Teressa Schmidt, is one of the lead authors of the attached paper exploring this proposal in depth.

Teressa writes “Vocational Education and Training (VET) is a valuable, legitimate part of nurse preparation. It is a vital link in the supply of the much-needed nursing workforce – but under the current Training Package approach, the potential of VET’s contribution is constrained.

Competency-based training and national Training Packages have been an enduring feature of Australia’s VET system since the 1990s. This method of ‘codifying’ and ‘reproducing’ skills has served some occupations well but created challenges for others, such as nursing. The paper outlines the impact of Training Packages on the preparation of nurses. It shows how the Training Package approach effectively ‘filters’ and reshapes the international, scientific knowledge base of nursing to fit templates that do not serve the profession. The paper describes how in higher education nursing curriculum there is no filter between the international body of knowledge and what nurses learn.

This absence of interference is contrasted with what happens in VET, where Training Package rules can dominate and distort what student nurses learn.  The paper highlights the impact of the Training Package on the skills and knowledge brought to the nursing profession by VET graduates and the challenges they face when transitioning to higher education to extend their professional training. Importantly, it emphasises that it is not the educational provider that creates the problem, but the misalignment between vocational and higher education created by the existing Training Package approach.

This current period of tertiary harmonisation and VET qualification reforms represents an opportunity to rethink educational models and pathways for occupations such as nursing. An aligned, ‘harmonised’ curriculum would facilitate smoother articulation and professional transitions for enrolled and registered nurses. Increasingly, enrolled nurses and registered nurses learn within the same educational settings, although with different curricula. A reformed curriculum would extend this provision, affording the two different categories of nurses an opportunity to study shoulder to shoulder, just as they work in industry.”

New MD named for TAFE NSW

NSW Skills, TAFE and Tertiary Education Minister Steve Whan has announced that former Department of Education executive Chloe Read (pictured) will continue to lead TAFE NSW.

Ms Read has been Acting Managing Director of TAFE NSW since January and will now serve in the role in an ongoing capacity.

Ms Read has extensive experience in leadership roles in the NSW public service and a track record of driving change and effective implementation of reform.

“Ms Read has demonstrated her effectiveness in driving positive change and has an exceptional track record in delivering critical projects in the NSW skills sector,” Mr Whan said.

Ms Read said she was thrilled and honoured to have been chosen to lead TAFE NSW.

“TAFE NSW is an amazing place to work and study. Since stepping into the role, I have been blown away by our dedicated teachers and staff and the difference they make every day for students and local communities.

“A strong skills sector is more vital than ever, and along with the fantastic team at TAFE NSW I look forward to preparing students across NSW with the skills needed for the career they want,” Ms Read said.

TDA extends its warm congratulations to Chloe Read on her appointment and looks forward to working with her to advance TAFE in NSW. TDA also welcomes Chloe’s contribution as a member of the TDA Board.

TAFE Centre of Excellence announced for NT

The federal and Northern Territory governments have jointly announced the establishment of a new TAFE Centre of Excellence, specialising in essential care and services.

A total of $25.4 million will be invested to establish the Regional and Remote Essential Care Services (RRECS) Centre of Excellence, through Charles Darwin University and Batchelor Institute.

The RRECS Centre of Excellence will be established through two central training hubs in Alice Springs and Tennant Creek and make mobile services available in remote areas.

The aim is to increase training capability in essential health care services, with particular focus on aged care, birthing, children’s healthcare and mental health care.

The RRECS Centre of Excellence will help boost participation in training and upskilling for First Nations Australians and people in remote communities and will develop a Higher Apprenticeship Pathway to address qualification gaps and grow the essential care workforce.

Big future in art on horizon for Noemi

CQUniversity’s Visual Arts training has boosted Noemi Martinez’s artistic prowess, with the 33-year-old recently winning the major prize at the 2024 Great Barrier Reef Festival Art Exhibition.

“In an outer remote town like Airlie Beach, there are not many options for studying and developing a professional career.

CQUniversity along with the Fee-Free TAFE program gave me the opportunity to finally study this course online from home” she said.

Registrations open for Scholarship Learning and Teaching (SoLT) conference

TAFE Queensland Higher Education has opened registrations for the 2025 Scholarship Learning and Teaching (SoLT) conference.

The SolT conference will be held on July 3 at the South Bank campus, with the theme, Empowering Education through Confidence and Change.

SoLT is an annual, national, research conference showcasing Scholarship of Teaching and Learning research from tertiary education institutions across Australia.
