The campaign to form the next Australian Government has concluded and we have voted. What a privilege it is to be able to choose our next Federal government. Congratulations to the Australian Labor Party on their decisive victory. This means a continuation of some key policies for tertiary education such as free TAFE, the National Skills Agreement and the implementation of the Accord.
During May 2025, as part of its election coverage, the Australian Financial Review asked numerous prominent people to propose one policy initiative that political parties should take on. The people asked came from many different roles and careers. Hence, there were varied views. For example, one prominent person talked about boosting GST to pay for health care, education and NDIS (16 April), another suggested allowing superannuation funds to invest in Australian start-up ventures (11 April), and another proposed prioritising regulating digital assets (2 May).
One prominent person interviewed was from the tertiary education sector. Professor John Buchanan from Sydney University last Friday said, “employers should share the costs of quality on-the-job training.” (AFR 2 May 2025 page 8).
John stated that employer contributions to on-the-job skill development is falling. He quoted that “in 2005, almost 40 per cent of workers reported their employer provided them with work-related training. By 2021, this had fallen to 23 per cent.” His point is that it is the role of tertiary education to provide formal education and skill development for the workplace, but alone tertiary education providers cannot deliver ‘job-ready graduates”. That rounding out of a new employee so they have the skills needed by their employer is the role of the workplace.
Internationally, we have seen a rise in learn while you earn models. For example, New Zealand is shifting back to industry skills boards. We have also seen the call for more workplace learning in Australia. For example, the degree apprenticeship in South Australia, the call by some parts of the aged care sector for more on the job training, and the potential for vocational degrees which are most likely to be earn while you learn.
This authentic learning in workplaces is welcomed. It will help students be more job ready. However, as John says it needs financial contributions from employers.
We can expect in this new term of government there to be a rise in new entrants through ‘learn while you earn’ schemes. This model will be most effective where there are strong financial contributions from employers, not just government incentives. Equally so ongoing employer investment in existing workers’ skill development will help address the skills shortages that have been part of the economy since the previous election.
The ALP’s decisive win in Saturday’s federal election has provided clarity around some of the key issues in VET and higher education for the future.

Consultations are underway on legislation governing TAFE SA, with a view to making the organisation a statutory authority.
The Minister for Education, Training and Skills, Blair Boyer said a key aim of the strengthened legislation will be to ensure TAFE SA is able to meet future skills needs, as recommended by the TAFE SA Roadmap for the Future report.
In addition to transitioning to a statutory authority, the government will consider:
Mr Boyer said becoming a statutory authority would ensure TAFE SA is best placed to function in the interests of the public, rather than focusing on profit.
“It will position TAFE SA for success into the future, ensuring they continue to deliver quality education and training across the state, key to addressing the state’s skills needs,” he said.

The TAFE Centre of Excellence Clean Energy Batteries, led by TAFE Queensland, is calling for expressions of interest from TAFE training providers, universities, unions, employers, and industry partners to join its Innovative Training Practices Working Group.
Members will play a crucial role in designing and developing new training that addresses the latest advancements and industry needs in clean energy batteries.

Pinar came to Australia in 2008 and soon after became a single parent to two children.
She started volunteering and studying a Diploma of Community Services to follow her passion for community work, ultimately awarded Bendigo TAFE’s 2022 Student of the Year, and was a finalist for the 2023 Victorian Training Awards Vocational Student of the Year.
“If it wasn’t for Free TAFE, I wouldn’t have the opportunity to study,” Pinar said.

The federal government will co-fund a $40 million national training centre in Melbourne to reskill thousands of plumbers and gas fitters for the new energy sector.
The government has committed half the funding for the National Training Centre in New Energy Skills, planned for west Melbourne.
The Victorian government and the Plumbing Industry Climate Action Centre (PICAC) will invest $10 million each.
The centre aims to upskill 2,000 tradespeople including plumbers, gas and refrigeration workers, and train 200 apprentices each year.
ASQA is inviting CEOs of training providers to a series of information sessions on the Revised Standards for RTOs.
There will be 20 face-to-face sessions delivered in all capital cities in May and June.
ASQA will produce an online video, providing a broad summary of the sessions at the conclusion of the series. Planning is also underway for an ASQA webinar to be held in July.
